The Council resumed Committeo on the Rat- ing Bill.

The COLONIAL TREASUBBR-Before making several amendments I have to propose, I should

just like to explain that at the last meeting of Council I did not make use of a phrase which was put in my month by the newspapers, "hypo- thetical tenement." There is no such thing. What I said was a "hypothetical tenant." I think this term is as well known in connection with rating matters in the United Kingdom as John Doe and Richard Roe" used to be. The hypothe tical tenant" is a tenant who is imaginary when there is no rent passing.-The hon. gentleman then proposed several technical amendments.

His EXCELLENCY said he thought notice of amendments ought to be given, particularly in a į long Bill like this, and that they should be put down on paper. He did not like passing them in this hasty way, because there were many things that might be affected that one did not. remember at the time.

The COLONIAL TREASURER said he would give notice of bis amendments, and have them printed i for the next meeting,

Amongst the amendments proposed was one strike out the words "premises of" before City Hall in the exemptions, leaving. it simply "The City Hall."

to tax the theatre, which is in the City Hall?
